UN Security Council Briefed: Gaza Ceasefire 'Increasingly Fragile' — 800+ Killed Since Oct 2025 Truce
UN Assistant Secretary-General Khaled Khiari briefed the Security Council on April 28, 2026, warning that the October 10, 2025 Gaza ceasefire is 'increasingly fragile' as Israeli airstrikes, shelling, and armed activities by Hamas and other armed groups continue. Since the ceasefire began, approximately 800 Palestinians — including more than 200 children — and seven humanitarian workers have been killed by Israeli fire. Gaza's approximately 1.8 million displaced residents face water, sanitation, and health services described as 'again on the brink of collapse,' with 371,000+ housing units destroyed or damaged. The UN and EU jointly estimate $71.4 billion in recovery and reconstruction needs over the next decade, but less than $1 billion of $17 billion in pledged reconstruction funds has been received. Khiari noted that Phase II disarmament negotiations between Hamas and the Board of Peace have 'thus far not resulted in an agreement,' warning that failure to advance Phase Two significantly raises the risk of a return to full-scale hostilities. Security Council members called for maximum restraint from all parties and urged both sides to implement remaining Phase One obligations before Phase Two talks can progress.
