Global Ocean Protection Pledges Billions Short as Our Ocean Conference Prepares for Mombasa Debut; Asia Faces Credibility Test

| Ocean Cleanup

With the 11th Our Ocean Conference (OOC11) scheduled for June 16–18 in Mombasa, Kenya — the first time the landmark ocean pledging summit has been held on African soil — analysts and conservation organisations published pre-conference assessments finding that pledges to protect 30% of the world's oceans by 2030 are falling billions of dollars per year short of the estimated $12 billion annual investment required. Space Daily reported on findings that while over $169 billion in cumulative ocean commitments have been registered at OOC conferences since 2014, disbursement and on-the-ground implementation remain severely lagging — particularly in MPA enforcement financing in developing nations. Separately, the South China Morning Post's Week in Asia raised pointed questions about Asian nations' marine pledges, noting that several large-ocean economies in the Asia-Pacific will face a credibility test at OOC11, with analysts highlighting the gap between announced marine protected area designations and actual enforcement capacity — particularly in Southeast Asian fisheries where illegal, unreported, and unregulated (IUU) fishing continues to undermine conservation outcomes. WWF and the Blue Marine Foundation called on OOC11 delegates to make binding, funded pledges rather than aspirational commitments, with particular emphasis on enforcement financing for marine protected areas in climate-vulnerable developing nations. The Mombasa conference is expected to draw pledges from over 100 governments alongside private sector and philanthropic commitments. The conference's Executive Business and Investment Forum (June 14–15) and Research Symposium (June 14–15) will precede the main ministerial sessions, which follow OOC's established format of historic commitments tracked publicly in a global pledge database.
