Bipartisan 'NATO Shield' Bill Would Constrain US Withdrawal From Alliance

Reps. Jimmy Panetta (D) and Joe Wilson (R), who introduced the NATO Shield Act on Sept 24, are pressing it as Russian gray-zone pressure on the Baltics and Poland grows. It would require the president to consult Congress 72 hours before any NATO withdrawal and file a report on the legal basis and consequences. A withdrawal would lapse after 30 days unless Congress approves it, and unapproved withdrawals could not be funded.
