Macron, UK PM and German Chancellor Merz co-chaired a Coalition of the Willing summit at the Hôtel national des Invalides in Paris on July 13, 2026, attended by Ukrainian President Zelensky, building on progress from the G7 Evian summit. Denmark, France, Germany, Italy, the Netherlands, Norway, Spain, Sweden, Ukraine and the UK agreed to establish a new defensive Anti-Ballistic Missile Coalition to build shared European missile-defense capacity complementary to NATO. Zelensky confirmed the coalition will support Ukraine's Freya air-defense project — a lower-cost domestic alternative to the US-made Patriot — as European states continue positioning to backfill capability gaps left by reduced US commitments.
