Foreign Office spokesperson Sajjad Haider Khan draws a sharper distinction than Defence Minister Asif's activation-adjacent rhetoric, telling reporters: "The Makkah Joint Defence Agreement is an umbrella agreement. Under this agreement, we will have to establish subsequent mechanisms to move forward." Asked about potential Pakistani military operations against the Houthis, Khan calls the scenario hypothetical: "Pakistan will act upon this agreement in terms of its stipulations. But, as of now, there is no discussion of this kind." He also rules out near-term enlargement, saying "expansion of the Makkah Agreement is not on the cards because, first, they have to kind of solidify their own organization" — the clearest signal yet that, five weeks after signing, the three signatories remain focused on institution-building rather than operational activation.
