IDF Operation Iron Wall — launched January 21, 2025 — continued its active phase in Jenin, Tulkarm, and Nur Shams refugee camps on April 3. Two IDF battalions remain permanently stationed in the emptied camps, constituting the largest West Bank civilian displacement since 1967, with 40,000+ refugees displaced from Jenin and Tulkarm. As of early April 2026, over 32 Palestinians had been killed in the West Bank in 2026, with 8 killed by settlers — compared to 17 in all of 2025. A confidential document reported by Haaretz showed Netanyahu's office had issued instructions to crack down on settler violence, which analysts described as an attempt to 'silence international criticism while advancing the Judaization of the West Bank.' The UNSC April 2026 monthly forecast noted Israeli settler violence incidents had reached an average of 105 Palestinian injuries per month in 2026, up from 69 in 2025. 257 incidents of extremist settler violence were recorded in the first 25 days of the Iran war alone. Settler attacks since January 1, 2026 had displaced 1,500+ Palestinians — nearly matching the entire 2025 displacement total.
