TRAC Reports data from April 4 showed 70.8% of ICE detainees (42,722 of 60,311) had no criminal conviction. NBC News reported that two-thirds of the nearly 400,000 ICE arrests recorded since January 2025 involved individuals without any criminal convictions, and 38% had neither criminal convictions nor pending criminal charges. This came even after administration officials signaled a desire to focus enforcement on serious criminals following the deaths of two U.S. citizens during Operation Metro Surge in Minnesota.
