'Slave Law' Passed — Mass Protests Against Overtime Legislation
On December 12, 2018, Hungary's parliament passed the Seventh Amendment to the Labor Code, allowing employers to demand up to 400 hours of overtime per year with payment potentially deferred for three years — dubbed the 'Slave Law' by protesters. Within days, tens of thousands took to the streets in Budapest and other cities in the largest protests since Orbán's return. Parliament simultaneously created an Administrative Court system giving the government effective control over courts hearing state-related cases, adding to protesters' anger.
