Gang Suppression Force Special Representative Jack Christofides briefed the UN Security Council on April 23, 2026, confirming that national pledges to the GSF had exceeded its authorized 5,500-member ceiling — a significant funding and recruitment milestone for the force established under Security Council Resolution 2793. Christofides said the operational framework for the mission — including procedures for operations, detentions, and coordination with the Haitian National Police — had been finalized. More than $200 million has been pledged by 13 UN Security Council member states, with $59 million disbursed as of the briefing. Qatar confirmed a $30 million pledge payable over three years. The Standing Group of Partners includes The Bahamas, Canada, El Salvador, Guatemala, Jamaica, Kenya, and the United States. Full 5,500-member strength is expected 'between the fall and the end of the year.' Christofides also disclosed that GSF operations between December 2025 and February 2026 resulted in 1,343 suspected gang members killed — the first publicly disclosed GSF adversary casualty count since the advance force deployed. He emphasized that maritime and border security will be a priority, particularly managing ports and commercial entry points to stem weapons trafficking. The briefing noted that 6.4 million Haitians need humanitarian assistance, with 5.7–5.8 million facing acute food insecurity. China, Russia, and Pakistan had abstained from the original GSF authorization vote over rules of engagement and oversight concerns.
