Hungary announced on June 3, 2026 a comprehensive bilateral agreement with Ukraine on the rights of the approximately 100,000-strong Hungarian minority in Transcarpathia (Zakarpattia Oblast) — ending a two-year veto that had blocked Ukraine's EU accession progress. The deal covers linguistic rights (Ukrainian state language requirements), educational rights (Hungarian-language schooling), cultural rights, and political representation for the Hungarian minority under wartime conditions. Hungarian PM Péter Magyar's government, in office since May 9, negotiated the deal within its first month — completing a rapid reversal of the Orbán-era obstruction policy. The agreement unlocks Hungary's support for opening Ukraine's first EU accession negotiating cluster (Cluster 1: Fundamentals, covering rule of law, human rights, and democratic institutions). The formal intergovernmental conference to open Cluster 1 for both Ukraine and Moldova was confirmed for June 15 in Luxembourg, after which the General Affairs Council will endorse the opening at its June 16 meeting.
