EU Council Approves €2.8 Billion Ukraine Facility 7th Payment — Early Milestone Completion Rewarded

The EU Council formally approved the seventh disbursement of nearly €2.8 billion to Ukraine under the Ukraine Facility (€50 billion, 2024-2027) on May 28. Ukraine satisfied 11 of the 20 required reform steps covering judicial reform, anti-corruption measures, public financial management, and the business environment. Notably, Ukraine completed two milestones from the 8th instalment and two from the 9th ahead of schedule — the first time Ukraine has received early completion compensation under the Facility. The payment brings total EU disbursements to Ukraine under the Facility to approximately €19.6 billion since the programme launched in February 2024. The remaining tranches are conditional on continued reform implementation, with Ukraine's final deadline at end-2027.
