Ukraine EU Accession: Council Vote on Cluster 1 Opening Set for May 26 — Final Preparations Underway
With two days remaining before the scheduled May 26 Council vote on formally opening Cluster 1 ('Fundamentals') of Ukraine's EU accession negotiations, EU institutions and member state permanent representatives were completing final preparations on May 24. Ukraine's Deputy PM Taras Kachka confirmed no outstanding legal or procedural obstacles remain. All 27 EU member states are expected to vote in favour following Hungary's pro-EU pivot under Prime Minister Péter Magyar, which removed the last political veto. Opening Cluster 1 — covering the rule of law, fundamental rights, democratic governance, and the functioning of public institutions — is a milestone in the fastest accession process in EU history, given Ukraine's June 2024 formal launch of negotiations. Deputy PM Kachka also stated Ukraine remains on track to open all six clusters before the Cyprus Presidency concludes on June 30, which would put the full negotiating framework in place within the year. EU Enlargement Commissioner Kos called the moment 'historic for European integration.'
