EU Enlargement Commissioner Marta Kos stated on May 17 that the formal opening of Cluster 1 ('Fundamentals') in Ukraine's EU accession negotiations must happen before June 30, 2026 — the end of the Cyprus Presidency — reaffirming the political commitment to advance Ukraine's candidacy. The Commission has confirmed all six accession clusters are technically ready for formal negotiation, following the completion of informal screening in March 2026.
