Egypt Warns Ethiopia Against 'Unacceptable' Unilateral GERD Steps

Egyptian Foreign Minister Badr Abdelatty declared on June 29, 2026, that negotiations with Ethiopia over the Grand Ethiopian Renaissance Dam (GERD) had reached an impasse, stating Cairo had 'utilised all peaceful and diplomatic tools to reach a legally binding deal over the filling and operation of the dam.' In a follow-up statement reported July 13, 2026, Abdelatty warned that Egypt 'will not accept any unilateral actions' on the Blue Nile after reports emerged of Ethiopia's plans for additional dam projects (Karadobi, Mandaya, and Beko Abo, a combined $10.5 billion investment announced in March 2026). He reiterated that Egypt considers the GERD an illegal unilateral action taken without downstream consultation and stated Cairo 'reserves the right to legitimate self-defense in accordance with the rules of international law.' Ethiopia maintains the 1929 and 1959 Nile treaties do not bind it, as it was not a party to their negotiation. No binding trilateral agreement between Egypt, Sudan, and Ethiopia has been reached despite years of African Union-mediated talks.
