The BEAD program targets the final approximately 7 million unserved US locations — households, businesses, and community anchor institutions with no access to broadband at speeds of at least 25/3 Mbps. Industry challenges include fiber material costs that have risen 30–40% since initial program design and a shortage of trained broadband construction workers. States including North Carolina (which launched its $319M initiative on April 23), Virginia, Louisiana, and Minnesota are among the most advanced in implementation readiness.
