Torres Blames PP for Stranded Ceuta Minors, Announces New 700-Place Camp, Reports 2,321 Registered

Speaking after the Sep 22 Council of Ministers, Territorial Policy Minister Ángel Víctor Torres escalated the government's dispute with Ceuta president Juan Jesús Vivas over unaccompanied minors, saying 'if today a thousand minors remain on Ceuta's streets, it is because the PP wants it that way' and accusing the PP and Vox of blocking mainland transfers for political leverage ahead of a Sep 26 PP/Vox-backed demonstration demanding early elections. Torres put the total unaccompanied-minor count at 2,321 registered (filiados) — up from roughly 1,478 registered as of Sep 1 — with about 6,000 adults and 2,000 minors already in government facilities and estimates ranging 500-1,000 minors still unaccounted for on the streets. He also reported 6,791 migrants had voluntarily returned to Morocco and 318 had been expelled since the Aug 10 return program began, up from 5,482 returns as of Sep 15, and announced a new 500-700 place reception facility at the Cuesta Caballería site, expected to open within days. Vox's Ceuta spokesperson accused Torres of hypocrisy for not housing minors in his own home, while Ceuta's government continued withholding authorisation for mainland minor transfers.
