GIEI Second Report — Military Intelligence Documented

The GIEI's second and final report under its first mandate documented that the 27th Infantry Battalion had extensive intelligence on the events as they unfolded and failed to intervene. The report identified new crime scenes and witnesses. It also condemned the use of torture to extract confessions from suspects and raised concerns about evidence tampering by investigators.
